Any person, firm, or corporation desiring to establish, use, maintain, conduct, or operate a junk yard, junk facility, or junk place within the city limits, shall be required to first provide physical facilities to include the following:
(A) An enclosed office building with sufficient sanitary facilities for the employees and patrons of the yard, facility, or place;
(B) A minimum of one entrance of sufficient size to permit motor vehicles, including trucks, to enter the premises from a public thoroughfare;
(C) All physical facilities, and the area itself, comply with all rules, regulations, and requirements of the state and county Boards of Health;
(D) Suitable and adequate loading and unloading docks, or berths, off the public street or public right- of-way, and solely upon the premises used for these purposes;
(E) Off-street parking spaces at a minimum of at least one for every two employees and a further minimum of three additional spaces for the patrons or customers of that junk yard, junk facility, or junk place;
(F) The physical facilities shall be further located with a minimum of 25 feet setback from any public street or thoroughfare, with the front yard thereof to be suitably landscaped in harmony with other businesses and residences within the block;
(G) The premises shall further be screened, on all sides, including front and back, by a solid wall, solid fence, or tight screen planting, at least eight feet in height, maintained in a good state of repair; and
(H) Provided further, that in the event the junk yard, junk facility, or junk place be located in an area of the city that is zoned industrial, any person, firm, or corporation conducting and operating the junk yard, junk facility, or junk place may substitute a chain link fence for the solid wall, solid fence, or tight screen planting as hereinbefore required in this section.
