§ 111.52 RESTRICTIONS.
   (A)   Solicitation restricted. The city prohibits any person from standing, entering on a highway, or public street, sidewalk, easement, or right-of-way for the purposes of soliciting employment, business solicitations, and/or contributions from the occupant of a vehicle or any pedestrian without a permit. Solicitation shall only be allowed by charitable organizations with a permit, under the terms of this subchapter. It shall be a violation of this subchapter to engage in solicitation without a permit, or otherwise not in accordance with the terms of this subchapter and the permit. This subchapter is not intended to apply to fundraisers such as car washes, bake sales, garage sales, and the like, where the sponsoring organization uses the public right-of-way to direct passers-by to activities primarily taking place on private property.
   (B)   Permit required. No individual or charitable organization is allowed to engage in solicitation on any public way, street, sidewalk, easement or right-of-way in the city without first obtaining an event permit. Persons, businesses and organizations that are not charitable organizations as defined in this subchapter are not eligible to receive a permit for solicitation. An event permit shall be obtained from the Clerk-Treasurer, after prior approval by the Board of Public Works and Safety. An event permit is not required for any event sponsored or conducted by the city or its departments and agencies.
