The purpose of this subchapter is to protect, maintain and enhance the public health, safety, and general welfare by regulating roadside solicitation and other charitable events where contributions are sought. Solicitors are put at risk by entering the roadway and also put drivers and other pedestrians at risk. The citizens of the city are subject to unregulated solicitation by sometimes questionable organizations, or solicitations in a hazardous manner or location. It is the purpose of this subchapter to regulate solicitation on streets and highways and other public areas of the county, to protect the public health, safety and welfare.
