If the City Clerk deems it to be in the best interests of the health, safety and general welfare of the people of the city, he or she may, forthwith, revoke any license granted hereunder by serving or causing to have served upon the licensee notice of revocation and notice to immediately cease and desist with further conduct of business under the license and issued, together with a notice of hearing. The Seymour Police Department is hereby authorized to deliver said notices on behalf of the City Clerk.
