(A) It is hereby declared to be the public policy of the city that any license granted herein shall conform to the following hours of effectiveness and no person granted a license hereunder shall transact business at any times other than stated: from 9:00 a.m. to 9:00 p.m.
(B) To violate the time period established by this section will be to commit a public nuisance within the city and render the violator thereof liable to penalties.
