In the event a permit is required for any cutting, digging, excavating, removing, repairing, renovating, or replacing any sidewalk, curb, gutter, street, alley, or any public easement or other public way, that is paved with any type of permanent surface material, the application shall also include the tender of the cost of the repairs thereof, the charge therefor to be determined by using, where applicable, the same schedule of fees as established for the state Highway Commission in determining its street repair charges.
