Permits may be issued, on proper application, by the City Clerk-Treasurer, or their designee, upon approval thereof by the Board of Public Works and Safety (hereinafter referred to as the “Board”), and subject to further compliance by the permittee with subsequent sections of this subchapter, on payment of a fee as set forth in Ch. 36 of this code for regular permits or emergency permits.
