§ 94.35 PERMIT REQUIRED.
   It shall be unlawful for any person, firm, or corporation, not under general or special contract with the city, or not being a regular employee of the city, to cut, dig, excavate, remove, repair, renovate, or replace, any street, alley, sidewalk, curb, or gutter, or to do or perform any work or labor that disturbs the surface of any public easement or other public way, or of any other type of public improvement, or portion or part thereof, without first securing a permit so to do, as hereinafter provided.
