It shall be unlawful for any person to obstruct by any means, including but not limited to the storage of trash, litter, or other disposable debris, the free passage and movement of pedestrians or vehicles upon any street, sidewalk, alley, or any other public way or any portion thereof at any time, unless the obstruction as described above is in response to other specific authority so to do in accord with other provisions of this chapter, the traffic code in Title VII of this code, or other sections of this code.
