Before any person shall be permitted to use any street, sidewalk, alley, or other public way or any portion thereof for the storage of supplies or material to be used in the construction, renovation, repair, or the tearing down of any building or structure, or any improvement of any type whatsoever, that person shall first secure a permit so to do from the City Clerk- Treasurer, to be issued only upon the approval of the application therefor by the Board of Public Works and Safety of this city.
