Before any person shall use any street, alley, or any other public way or any portion thereof for the purpose of removing or moving any house, building, or other structure, that person shall first secure a permit so to do from the City Clerk-Treasurer, to be issued only upon the approval of the application therefor, by the Board of Public Works and Safety.
