It is unlawful for any person, firm or corporation to place or deposit in or upon any of the public streets, alleys or public lands (except properly maintained public garbage disposal sites) within the county any rubbish, garbage, dead animals, ashes, debris, grass cuttings, leaves, tree limbs, branches, sticks, stones, junk, cast-off clothing, papers, printed matter, dirt or other discarded thing or matter incident to home or house cleaning or yard cleaning.
