§ 35.04 BASIS OF FEES; EXCLUSIONS.
   (A)   All fees shall be based on the actual cost of complying with the request or service, which may include the cost of staff time and the value of expended supplies and resources.
   (B)   These fees shall not include, and may be in addition to, any fees, charges, costs, deposits or reimbursements which have been established by statute or contract.
