The owner or agent on behalf of the owner of a tract or parcel of land proposed to be divided into four or less building sites, tracts or lots shall apply to the land use authority for designation of development as a small subdivision, if such division meets the requirements for a small subdivision as outlined in § 153.026. Such application shall include a legal description of the tract and of the proposed lots and the vicinity plan indicating the relation of the lots to existing roads.
