Flashing or rotating signs are permitted when the following standards are met.
(A) Flashing signs shall be limited to sequential, chasing or subdued color change. No intense strobe-type flashing will be permitted.
(B) Rotation shall be limited to six revolutions per minute; provided, however, that the lights described above may not be used within 300 feet of a residential apartment, hotel or other residential structure.
