(A) The purpose and intent of the sign standards is to provide for a reasonable display of all signage in the unincorporated areas of the county to identify and advertise products, services, institutions, events and business establishments for the information and convenience of the general public.
(B) These standards and criteria are designed to protect and promote the public health, safety and general welfare of persons within the community. It is the county’s policy to regulate signs in a manner that is consistent with the free speech protections and provisions of the United States Constitution and of the State Constitution by enacting regulations which do not restrict speech on the basis of its content, viewpoint or message, and do not favor one form of speech over another. This subchapter applies in all zones of the county, and all signs shall conform to the provisions of this subchapter.
