Any person doing business without a license when a license is required, including circumstances where a license has expired, been suspended or been revoked, shall, in addition to applicable criminal penalties, be required to pay all applicable fees as though the license had been issued during the period of unlicensed activity, plus penalties described in § 110.26 of this chapter.
