The County Weed Control Supervisor and/or the County Weed Control Board shall, after giving notice to private landowners as required in § 7 of the Utah Noxious Weed Act, being U.C.A. § 4-17-109, have the authority to take immediate steps to cause the control of noxious weeds and to incur costs and expenses in conjunction therewith, provided, further, that upon taking such steps, the Board or the Supervisor shall cause to be prepared a summary of costs and expenses incurred and shall give notice thereof to the owner or possessor of the property on which the control measures were taken, advising that all such sums incurred shall become a lien on the property and shall be collectible by the County Treasurer at the time of the collection of the general taxes.
