The purpose of the reserve police force is to assist and supplement the police department in providing for the law enforcement duties of the city, in such a manner as prescribed and provided for in rules and regulations of the regular police force of the city, and those additional rules and regulations prescribed for the reserve police force by the chief of police. In this regard, it is understood that the city police chief, or his designee, is in charge of the reserve police force and that all reserve police officers shall function in the capacity of patrol officer.
