Any property which is illegally changed or modified so that it is not maintained in accordance with the standards set forth in this Title of the Municipal Code shall be defined as a public nuisance for the purposes of this Title. Illegally changed or modified shall include failure to secure appropriate permits and licenses as may be required under this Title. (Ord. 95-8, 8-7-95)
