11-1-3: PURPOSE OF PLAN AND REGULATIONS:
The purpose of the plan and regulations shall be to furnish a guide for orderly physical growth and development of the city and to promote and protect the public health, safety, comfort and general welfare, and to implement the general plan. (Ord. 533, 6-5-1961)
