The city manager or the city manager's designee shall have the power to establish rules and regulations not inconsistent with the provisions of this chapter, governing the collection and disposal of solid waste, organics, and dry recyclables, provided that such rules and regulations shall have as their purpose the enforcement of the provisions of this chapter and the health and sanitary laws and regulations in effect in the city.
