8-1-6: BURYING REFUSE:
It shall be unlawful to deposit or bury any solid waste within the city limits; provided, however, that rubbish and waste matter may be made use of when leveled and properly covered, on written permission of the city manager or the city manager's designee for the filling of low lots within the city limits.
