For the service of collection and disposal of all solid waste, organics and dry recyclables as herein referred to, but not including dead animals, or refuse from the construction or demolition or alteration of buildings, the rates to be charged by the city, or any contractor to whom a contract is awarded for such purpose shall be established by resolution of the city council.
