For every person conducting, managing or carrying on the business of a circus, carnival, caravan, menagerie or exhibits, one hundred dollars ($100.00) per day, and for every person conducting, managing or carrying on a sideshow, or aftershow connected with or accompanying any circus or exhibits as in this Section mentioned, twenty dollars ($20.00) per day for each such sideshow or aftershow; provided, however, that twenty dollars ($20.00) of every one hundred dollars ($100.00) for the principal show collected as aforesaid shall be refunded to the person paying the same upon said party delivering to the Clerk a certificate of the Director of Public Works that the grounds where the show was conducted were properly cleaned after the show.
