This chapter is adopted to protect the health, safety and welfare of the citizens of the city of Selma and to provide a method to penalize responsible parties who fail or refuse to comply with certain provisions of this code; to minimize the expense and delay of enforcement of this code by criminal citation; and to allow the city to recover costs associated with the enforcement process, while continuing to give persons who have been issued citations due process.
