The board of airport commissioners shall act in an advisory capacity to the town board of trustees in planning, establishing, developing, constructing, enlarging, improving, maintaining, equipping, operating, regulating, protecting, and policing airport and air navigation facilities, either within or without the territorial limits of the town, now or hereafter owned by or under the control of the town.
