All prosecutions for violation of ordinances of this town shall be styled “The Incorporated Town of Seiling v. (naming defendant or defendants)”. Except as provided hereinafter, prosecutions shall be initiated by the filing of a written complaint, subscribed and verified by the person making complaint and setting forth concisely the offense charged. All prosecutions commenced in the Municipal Court shall be by complaint which shall be subscribed by the person making the complaint and shall be verified before a Judge, the Court Clerk, a Deputy Court Clerk or a police officer; provided that, a police officer may commence a prosecution for a municipal traffic violation by his or her signature upon the complaint without verification. However, no warrant for arrest shall be issued until a complaint has been approved by the Town Attorney or the Judge of the Municipal Court.
