2-1-2: REMOVALS AND VACANCIES:
Members may be removed by the mayor or the board of trustees only for inefficiency, neglect of duty, or malefaction in office. Vacancies occurring otherwise than through the expiration of term shall be filled only for the unexpired term by the mayor, with confirmation by the board of trustees. (2003 Code § 1-13-1)
