All billboards shall be designed, constructed and maintained in accordance with the following standards.
(A) All billboards shall be constructed of permanent materials and shall be permanently attached to the ground.
(B) All billboards shall be maintained in good structural condition.
(C) The face of each billboard shall be refreshed, repainted or refurbished at least every three years.
