It shall be unlawful for any person owning, having control over or having custody of any dog to permit or allow such dog to run or be at large upon any public highway, street, alley, court, square, park, sidewalk or any other public grounds or public property within the corporate limits of the town. It shall be unlawful for any person owning, having control over or having custody of any dog to permit or allow such dog to run or be at large upon any unfenced lot, tract or parcel of land, or for such dog to be unrestrained in some nature, within the corporate limits of the town.
