It shall be unlawful for any person, firm or corporation owning property within the town to permit the disposal of human excreta on any property owned by such person, firm or corporation, except in a sanitary water closet or closets connected to a sanitary sewer or septic tank system of sufficient capacity to accommodate the occupants thereof at all times.
