155.17   LIGHTING.
Lighting or illumination shall be permitted on signs subject to the following restrictions:
   1.   All lights shall be provided with proper reflectors or lenses, concentrating the illumination on the area of the sign and effectively shielding the light so as to prevent glare upon the street or adjacent property or beams or rays from being directed toward any portion of the traveled ways.
   2.   All lights must not be of such intensity or brilliance to cause glare or impair the vision of the driver of any motor vehicle or otherwise interfere with any driver’s operation of a motor vehicle.
   3.   It is unlawful for any person to have any sign which is wholly or partially illuminated by lights or reflective surfaces that interfere with traffic safety or the vision of pedestrian or vehicular traffic.
   4.   It is unlawful for any person to have any sign which is so illuminated that it interferes with the effectiveness of or obscures an official traffic sign, device or signal.
