It is unlawful for any person to erect, construct, enlarge, alter, structurally modify, or relocate within the City any sign as herein defined without first obtaining a permit from the City Building Inspector. The Council shall, from time to time, establish by resolution and charge reasonable fees to cover costs related to the issuance of permits.
