105.10   WASTE STORAGE CONTAINERS.
   1.   Storage of Containers. Residential solid waste containers shall be stored upon the residential premises. Commercial solid waste containers shall be stored upon private property, unless the owner has been granted written permission from the City to use public property for such purposes. The storage site shall be well drained and fully accessible to collection equipment, public health personnel, and fire inspection personnel. All owners of residential and commercial premises shall be responsible for proper storage of all garbage and yard waste to prevent materials from being blown or scattered around neighboring yards and streets.
   2.   Location of Containers for Collection. Containers provided by the collector for the storage of solid waste awaiting collection shall be placed at the curb by the owner or occupant of the premises served by 4:00 a.m. of each collection day.
   3.   Loading of Containers for Collection. Residential waste containers shall be used for "Residential Waste" only and shall not be over loaded in such a way that the container's lid does not secure the contents of the container. No excess garbage may be placed on top of any container as to prevent the load from being collected by collector without littering or requiring the collector to unload a portion of the materials. Additional waste tags should be purchased at City Hall to accommodate excess residential waste or an additional cart should be rented.
