Upon payment of the necessary fees to the village in accordance with a fee schedule to be determined by the Village Council, and amended from time to time by simple resolution, the submitted plans shall be reviewed and approved and a permit shall be issued, provided the plans meet the standards and specifications adopted by reference in § 151.02 to prevent soil erosion at all major construction sites in the village in excess of one acre.
