§ 111.09 OPERATION OF CATV SYSTEM.
   (A)   The grantee's receiving and distribution equipment and facilities shall be constructed, operated and maintained so as to provide usable signals at subscribers' television receivers essentially of the same quality as received at the antenna site.
   (B)   The grantee shall in operation of its CATV system, comply with all applicable laws, ordinances and rules, regulations and requirements of federal, state and local agencies and codes.
   (C)   The grantee shall provide service without cost, except for installation, which may be billed on a "time and material" basis for one outlet per floor of every public or private elementary and secondary school building, fire station, Village Hall, library, police station and/or other public buildings, as requested by the Village Council.
   (D)   In the event of emergency or disaster, the grantee shall upon request of the Village President or his or her designee make available its facilities to the village at the grantee's reasonable cost for use during an emergency disaster.
   (E)   The grantee shall:
      (1)   Locate and correct malfunctions properly, in no event longer than 72 hours after notice; and
      (2)   Demonstrate to subscribers by instrument, or otherwise, the adequacy of the signal.
   (F)   The grantee shall supply signals so that there is at least one station for each of the major broadcasting networks. The remaining available stations carried shall be at the grantee's option provided the public-access requirements as herein stipulated are met.
   (G)   In addition to standard broadcast channels, the grantee shall make available public, educational and governmental channels, as required by the Federal Communications Commission and all other channels and services set forth in the grantee's franchise application.
   (H)   The public-access channels shall be equipped to transmit one-half inch video tape or to convert the same to a transmissible size.
   (I)   The grantee shall make available to its subscribers at the grantee's cost price converter switches permitting the subscriber to switch from the system to any privately owned antenna system at will.
   (J)   The grantee shall not sell television or radio-receiving sets or parts to its CATV subscribers, except that it may repair and service to the extent necessary to establish the validity of its CATV signal.
