§ 111.06 ISSUANCE OF FRANCHISE.
   No franchise shall be issued by the village to any until:
   (A)   The grantee's legal character, financial, technical and other qualifications, including fulfillment of the requirements of §§ 111.02 through 111.05 of this chapter and the adequacy of and feasibility of its contract arrangements have been approved by the Council;
   (B)   Procedures have been adopted by the grantee and the Council for the investigation and resolving of all complaints regarding cable television operation;
   (C)   The grantee has established and keeps maintained a regular business office for the purposes specified in division (A) above;
   (D)   The Village Clerk, or other village official as the Council may designate, shall be determined by the Council as primarily responsible for conducting administration of the franchise and implementation of complaint proceedings; and
   (E)   Provision is made in the franchise that the grantee, shall give notice of the proceedings for reporting and resolving complaints to each subscriber at the time of the initial subscription to the cable system.
