§ 103.09 RESTRICTIONS.
   (A)   Fireworks shall not be sold to a minor.
   (B)   No person under the age of 18 years old shall use, possess, explode or cause to explode any fireworks, as defined herein, with the village.
   (C)   No person under the age of 18 years shall buy, purchase, acquire or obtain any fireworks, as defined herein, within the village.
   (D)   A person shall not ignite, discharge, or use consumer fireworks on public property, school property, church property, or the property of another person (apartment, hotel, motel, condominium, etc.) without that organization's or person's express permission.
   (E)   A person shall not ignite, discharge or use personal fireworks on the day before, day of and the day after the defined national holidays between 1:00 a.m. and 8:00 a.m.
   (F)   Consumer fireworks and low-impact fireworks may not be ignited, discharged, or used by anyone who is under the influence of alcohol and/or a controlled substance.
   (G)   The user of fireworks must follow the manufacturer's instructions for use. Fireworks also may not be used in manner which is likely to, or does, cause harm to another or to property, and they may not be used in a manner that violates other village ordinances such as littering, disturbing the peace, or violating the village's noise and nuisance ordinance.
   (H)   The ignition of fireworks and novelties are required to comply with manufacturer's directions and prohibits ignition by the use of anything except a match, lighter, or a punk. No other ignition sources are permitted when igniting fireworks and novelties in the village.
   (I)   A penalty may be imposed on any person who aids, abets, perpetuates, participates in, or otherwise promotes actions of another that are in violation of the village ordinance requirements and restrictions.
   (J)   Police and fire officials are permitted to confiscate fireworks and fireworks paraphernalia involved in any violation of the village ordinance.
   (K)   Minors may not ignite consumer fireworks.
