§ 100.02 DEFINITION.
   For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   PUBLIC HIGHWAYS. Includes all of the land lying between property lines on either side of all public streets, boulevards and alleys.
