§ 98.082 VILLAGE POLICY.
   Unless otherwise determined by the Village Council, it is hereby declared to be the policy of the village to bear a portion of the cost of sidewalk construction and repair as follows.
   (A)   Where new sidewalks are constructed at the request of a property owner, the village shall pay one-third the cost and the property owner shall pay two-thirds. When new sidewalks are constructed at the request of the village, the village shall pay the cost thereof.
   (B)   For repair and maintenance of existing sidewalks, the village shall pay the entire cost thereof; it being provided that if it shall be determined that the damage or disrepair of the sidewalks has been caused by the property owner or someone using the sidewalks with the permission of the property owner, the entire cost of the repairs and maintenance shall be charged to the premises adjacent to the sidewalks and the owner thereof and such cost shall be collected as provided for by the village.
