(A) The Village Council may by resolution prescribe additional rules and regulations pertaining to the conduct and use of parks and public grounds as it shall deem necessary to administer the same and to protect public property and the safety, health, morals and welfare of the public; and no person shall fail to comply with the rules and regulations.
(B) It shall be a violation of this chapter to possess or use skate boards, roller blades, bicycles or similar recreational devices in any village park where a sign posted in the park prohibits the activity.
