It shall be the duty of any person owning, possessing or having charge of any dog in the village to carry a container for feces disposal when accompanying the animal within the village on property open to the public and/or on property owned or occupied by someone other than the person accompanying the animal and to clean up any feces deposited by the animal and dispose of the feces in a responsible manner so as not to interfere with the health, safety and welfare of the general public.
