(A) (1) In accordance with A.C.A. §§ 12-41-505 and 16-92-109, the courts of the county shall assess costs to cover expenses incurred in carrying a prisoner to jail and for his or her support while he or she remains there.
(2) Priority for collection of restitution, fines and costs ordered or assessed, in connection with criminal cases shall be in the following order:
(a) Victim restitution;
(b) Costs and cost assessed pursuant to A.C.A. §§ 12-41-505 and 16-92-109; and
(c) Fines.
(B) The revenues received from county actions to collect reimbursement for expenses and support associated with time served in jail, shall be accounted for as a line item in the General Fund entitled “Jail Expenses and Support.”
(C) It shall be the intent of this section to provide all revenues collected under the provisions of A.C.A. § 12-41-505 be ear-marked for appropriation to offset expenses incurred in operating the County Detention Center.
