For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
HAZARDOUS MATERIAL.
(1) Any material that poses a threat to the health and safety of personnel (either employees or emergency responders), the general public, and/or the environment if it is not properly controlled during handling, storage, manufacture, processing, packaging, use, disposal, or transportation.
(2) The term
HAZARDOUS MATERIAL shall be used when referring to hazardous substances including, but not limited to, substances such as petroleum, natural gas, synthetic gas, acutely toxic chemicals, and other toxic chemicals. Hazardous substances shall include any chemicals that could cause serious irreversible health effects, endanger the public, and/or harm the environment.
SPECIAL SERVICES. Shall mean any work, labor, equipment, or services which may be provided (either directly or by contract) by any or all emergency services organizations which may become involved in hazardous materials response, recovery, or clean up within the county. Such special services, including the use of any specialized training and/or equipment, shall be provided to the degree determined reasonable and practicable in the judgment of the officials supervising the operation/provision of said services. Said special services may include, but are not limited to hazardous materials response, recovery, or clean up. Firefighting activities which do not involve hazardous materials are expressly excluded from this chapter.
