In addition to the penalty herein above prescribed, the person convicted of violation of this subchapter or of the administrative rules and regulations thereof shall be liable in a civil action for all damage occasioned or caused by the violation. The person shall be civilly liable to the county for all damages which he or she may occasion to the public highway over which the movement is made.
