(A) The purpose of this subchapter is to provide the legal means of assuring adequate, efficient and safe construction of all county roads and to protect county residents from unsafe roads while protecting the county investment in the road system.
(B) Further, it is the purpose of this road plan to establish the locations of existing and future county roads and the appropriate criteria for the construction of the county roads.
