(A) Authorized representatives of an educational, religious or charitable organization desiring to solicit money are exempt from the requirements of §§ 16.05 through 16.13. Any such organization shall submit in writing to the Clerk-Treasurer the name and purpose of the cause for which such activities are sought, names and addresses of the officers and directors of the organization, the period during which such activities are to be carried on and whether any commissions, fees or wages are to be charged by the solicitor for his or her efforts and the amount thereof.
(B) If the Clerk-Treasurer finds that the organization is a bona fide educational, charitable or religious organization, he or she shall issue to the applicant, free of charge, a license containing the above information. An applicant may appeal a denial of a permit to the Council and shall have the right of a hearing. The license shall be valid for not exceeding one year or such shorter time as applicable for the purpose of the exempt organization’s solicitation as it may request.
