In addition to recovery for any damages to city property, any mover who fails to obtain a license applicable to the move made, or who negligently falls to comply with the terms of the license as to route, concern for public safety or time of obstructing the streets or all of the aforementioned requirements, events beyond his or her control excepted, shall be guilty of a simple misdemeanor.
