§ 13.06 REFUNDS.
   A retailer may surrender an un-revoked permit in July, August or September for a refund of the amount that shall be set by the City Council from time to time; in October, November or December for the amount that shall be set by the City Council from time to time; or in January, February or March for the amount that shall be set by the City Council from time to time.
